CALL TO ORDER / PRESENTATION OF MINUTES
- Steve Yandl called the meeting to order at 7:12pm. Present were Steve Yandl, Nicole Klages and Jim Person.
- Steve Yandl presented the minutes of the October 2012. Minutes were unanimously accepted as presented.
- Steve Yandl stated for the record that an email vote had been conducted to appoint Jim Person as a director to complete the term of Don Jordan who had resigned from the board of directors. A quorum was achieved with responses from all directors except Joyce Bowen who was out of the country at the time. Approval was unanimous. Jim was welcomed to the board.
- Steve Yandl presented HOA financial status. We should be able to augment the operational reserve with $5k to $8k at the end of the year.
- After brief discussion, it was agreed that the directors listed below should be on a new signature card at Whidbey Island Bank for the HOA bank accounts.

- Steve Yandl presented the Treasurer’s proposed budget for 2013. No changes were requested. This budget will be presented to the membership for a ratification vote and will be used to determine annual dues for 2013. The dues based on this budget will be $342.00 per member for the year which when added to the special assessment of $38.00 per member (2nd of 4 special assessment payments) will result in a total annual assessment of $380.00, the same assessment that was collected for 2012.
- Steve Yandl shared the scenario for payment of past due assessments when a property within the HOA becomes bank owned. There was also a brief discussion of the prospects of bad debt in a poor economy.
- Steve Yandl reported that there still are fence sections in need of repair. There was a discussion of changes we might make in fence design to get more life out of replaced sections. Money for fence repair is coming from long term capital reserve.
- Status of climbing toy repairs was unknown.
- Mailbox repairs have been minimal but some cluster box units are in poor condition. Replacement costs for cluster boxes will come from long term reserve along with fence repairs.
- Steve Yandl reported that a paint color request for house repainting from Duane Oord had been approved.
- There were no new complaints regarding CC&R violations.
- No information yet on the cost of entrance signs.
- Steve Yandl explained a project to document dimensions and panel count for the fence so that we knew which panels were adjacent to which homeowner’s property which would allow us to assign responsibility for minimal maintenance in the future. There is a need to differentiate willful neglect from normal wear and tear but that can’t be done without documentation regarding which panels are being replaced and why.
- No updates on proposed Eagle Scout Project for wood backboard and additional benches at the boat park.
