CALL TO ORDER / PRESENTATION OF MINUTES
- Matt Hale called the meeting to order at 7:07pm. Present were Matt Hale, John Alleman, Tanya Edwards, Bill Steenis, David Divoky and Steve Yandl. This was enough for a quorum.
- Minutes of the November 2019 meeting were reviewed and approved.
- Steve Yandl reported on current financial status.
- Currently $58,100 in the checking account (operational funds).
- There is $16,915 in the long-term reserve.
- We have $5,708 in operational reserve.
- The reserve account is owed $43,550 from checking which would be the sum of the contribution for 2019 plus amounts not transferred from previous years.
- After considering the anticipated payment for our audit as well as December 2019 invoices yet to be paid we should be carrying approximately $6k into the next year and long-term reserve will be starting at $60,500.
- Steve Yandl has contacted Josanne Eisenmann of McGoorty Eisenmann and commenced our audit of 2018 finance records.
- The reserve study by Joel Tax of ‘Reserve Data Analyst’ was completed and is posted on our web site.
- The initial draft had us paying for sidewalk replacement and repair. After resolving that in unincorporated Snohomish County, the public works department took care of that, the draft was revised.
- The study includes a recommendation for staining our fence. The fence used lumber that had been pre-treated with stain and preservative and the watermarks appeared almost immediately after sprinklers were turned on. The watermark problem results from a less than ideal location of many sprinkler heads (adjacent to sidewalk aimed at fence instead of the other way around), not breakdown of the preservative so the board sees little advantage in following this recommendation.
- The board voted unanimously to make necessary adjustments to our budget that is currently being ratified so we can adopt the study’s recommended funding model. Most of this can be accomplished by shifting money that would have gone to the operational reserve and placing it in the capital reserve instead. In the coming years, the board may opt to go with the baseline funding model or stick with the recommended level.
- Invoices for the 2020 assessment were mailed and payments are being received at a high rate.
- A new signature card still needs to be prepared at Heritage Bank.
- David Divoky updated the board on his progress for mailbox/clusterbox replacement0
- David got a quote from Global Industrial and negotiated a bit on price so that we would pay roughly $1,400 per 16 box unit and that would include shipping but not installation or removal of existing boxes. David felt that installation might be something we could do ourselves and will check with the post office to confirm that would be okay with them.
- Steve Yandl provided the name and number of our new contact at the Snohomish Post Office who would be the liaison for this project. It’s Laurel with direct line, 360-568-8955.
- Steve Yandl also provided the name of our most recent contractor in Mukilteo who supplies the Florence boxes and also does installation and removal. That is ‘Architectural Building Specialties, LLC at 425-315-8545.
- Brian Skinner has proposed several projects that would be outside the scope of his contract. This would include trimming tree branches that extend from private owner yards over the common area fence and cleanup of some trees and large branches that have come down in recent storms. After discussion, it was agreed we need a firm quote from Skinner before making a decision on these tasks.
- Homeowner request for projects.
- Homeowner, Mark Hamilton requested approval for removing an evergreen in the front corner of his yard and also a variance to allow him to store a pop up trailer in his driveway for several weeks while he prepared it for sale. Both requests were approved.
- Complaints, CC&R violations
- None in the past month.
- The board was pleased that Jill Kreek did the holiday decoration awards this year.
- Bill Steenis provided a short update on where we were in requesting speed bumps from the county.
- Now that we have the reserve analysis, we discussed some of our options on the play equipment replacement at the boat park as well as repair of the drainage, new timbers and new play chips. Tanya Edwards will move forward on getting firm quotes for installation using a community build.
