CALL TO ORDER / PRESENTATION OF MINUTES
- Matt Hale called the meeting to order a 7:10pm. Present on Zoom conference were Matt Hale, Steve Yandl, John Alleman, Tanya Edwards Bill Steenis and David Divoky.
- Minutes of the December 2020 meeting were reviewed and approved.
- Steve Yandl reported on current financial status.
- Currently $115,982 in the checking account (operational funds).
- There is $16,932 in the long-term reserve.
- We have $5,710 in operational reserve.
- As soon as practical in 2021, $40k will be transferred from checking to the long-term reserve.
- Halfway into budget ratification and collection of the annual assessment, 124 votes in favor of ratification and 7 opposed. None of those opposed offered any suggestions.
- The audit of 2019 finances is nearly complete. Adjustments made and comments added to our long-term reserve analysis. Draft copies will be distributed when received by Steve Yandl.
- The contract for lawn treatment with TruGreen was renewed.
- Our general liability and umbrella policy with Liberty Mutual was renewed. The cost was up about $600 (10%) which seems high considering we have never submitted a claim. We may want to consider shopping for better rates next year.
- Graffiti was discovered on the climbing rocks at the boat park. Removal is a challenge since the rocks are manufactured and sand blasting would remove the outer coat. We have had success in the past cleaning with solvent and having Skinner do a light pressure washing. Since the bollards prevent vandals from parking in the lot, this was likely local young people who could walk to the park after dark.
- Fence post along Snohomish Cascade Drive opposite the boat park was leaning and had partially detached from horizontal cross pieces. Town and Country Fence will be repairing on Friday. Cost will be about $350.
- Skinner Landscaping will be putting down another Caseron treatment in the infield area at the boat park ballfield. This spring we might consider dragging the field so it will be more conducive to actually playing baseball.
- Community Build of Play Equipment
- We need to reconfirm the budget for the work that remains for the boat park play equipment.
- Tanya Edwards asked opinions on inviting Kyle Woods to participate as a sort of project coordinator for a community build since he has expertise in that area.
- Target is to decide on when to move forward this coming March or April with hopes of a build in June or July.
- When we initiate a community build, we need to be smart about compliance with state guidelines on gathering when COVID-19 is still a factor and making sure participants don’t create a spreader event.
- Tanya will reinvestigate the cost differences of a community build versus a contractor build.
- Homeowner request for projects. For more detail, see Smartsheet.
- Saadi– Roof replacement approved.
- Gowin – Tree trimming approved.
- Trimmer – Driveway expansion approved.
- Simicich – Front porch build out extension approved.
- McQuoid – Shed approved.
- Guffey – Removal of Leyland Cypress approved.
- Kishna – Request to raise chickens in backyard not approved.
- Inquiries, possible future requests.
- Challender – Trim light installation, initial inquiries.
- Patterson – Inquiry about the option of artificial lawn in front yard. ACC is willing to consider a variance to allow artificial lawn in back yards in some cases but not in front yards.
- Dorado – Paint splatches on garage door are unsightly and no request for paint colors has been made. Steve Yandl will contact to make sure the process for paint color approval is understood and adhered to (very new resident may not be familiar).
- Holtgeerts – No certainty on whether their plastic shed has been removed. Matt will check and if necessary, fines will be imposed to insure remedy.
- Paella House – Since the ACC variance to allow their pick-up business had an end date based on the governor’s four phase plan and there no longer is a “Phase 4” we need to have a conference with McLaughlins to establish a new way of determining an absolute end date.
OLD BUSINESS
- After spending $400 to acquire new signs for the holiday decoration award program, Bill Steenis reported the program went well. Jill Kreek and her family did an excellent job getting signs awarded and distributed. Bill said a special award was made to a Gold Creek 1 resident that created considerable good will.
- Steve Yandl reported on his current method for keeping our database correct despite shortfalls in how the county is recording and indexing recorded deeds.
- Numerous comments made that the problem of dog walkers not cleaning up after their pets appears to be getting worse.
- The house at the NE corner of the intersection of Snohomish Cascade Drive and 150th Place SE (entrance to Willis Tucker) has bamboo growing that is now extending well into common areas and appears certain to cause damage. Matt Hale will contact the homeowner and advise them they will be responsible for damage caused by the invasive plant.
- Inquiries made about the mess being created by work being done by the water company on county property adjacent to the intersection mentioned in (1) above. Steve Yandl will contact Silver Lake Water to see if they have cleanup plans for the disturbed landscape areas.
- John Alleman proposed that we have more discussions on a sustainable model to keep the HOA treasurer and maintenance functions going after the tenure of Steve Yandl ends. John said he would have a more specific proposal for consideration at the March meeting.
