- Suzan Miller called the meeting to order at 7:10pm. Present were Suzan Miller, Duane Oord, Steve Yandl, Tim Rizzo, Nicole Klages and Jim Person.
- Steve Yandl presented the minutes of the December 2012 meeting (Janaury 2013 meeting was cancelled since it fell on New Year’s Day). Minutes were unanimously approved.
- Steve Yandl presented financial status of the HOA. There was $63,849 in checking, $4,728 in the money market (operational reserve) and $51,659 in the CD (long term capital repair/replacement fund).
- The transfer from checking to CD required in the 2012 budget was completed and numbers in item #1 reflect that.
- New signature card was completed for the bank.
- About two thirds of members have paid 2013 dues. This is about on track with previous years. There have been a number of property sales which means escrow companies will likely pay some of the current assessments.
- Fannie Mae took title in foreclosure auction of Popham house so they paid current amounts due but our lien for 2008 was wiped out. Mark Popham is continuing to pay small amounts for the previous amounts owed. Directors were not opposed to writing this past amount off to clean up the books and treat any future payments as miscellaneous unearned income.
- Tim Rizzo had completed repair of the step on the boat toy. Steve Yandl reported that Skinner will clean all the tot climbing toys prior to the spring and summer active play season.
- We need to consider getting more aggressive on fence repairs as many sections are close to falling apart.
- Steve Yandl discussed the logistics plan for replacement of locking cluster box mail units as the old units fail. Most will be placed where the previous box is currently but along 72nd Drive there will be new mailbox assignments provided the Snohomish Postmaster approves.
- Skinner contract is due for renewal next year. All present were pleased with the relationship we have with Skinner and see no need to make a change unless Skinner’s proposal is a significant change. Final decision is postponed until after May so the Board that will be in place at the start of 2014 will make the final decision.
- We have one nearly fallen dead alder below the boat park that is beyond the scope of Skinner’s contract. Steve Yandl will contact a licensed and bonded tree company to remove the snag safely.
- It was reported that young people have been riding dirt bikes at the boat park. We need to try and identify the culprits before damage is done or a young person gets injured.
- This time of year we don’t have the recreation vehicle parking and poor yard maintenance isn’t obvious. The ACC will give a few owners a ‘heads-up’ regarding storage of utility trailers in clear site when they’re not being utilized.
- A few houses are in obvious need of painting but current weather isn’t conducive to outside painting.
- Homeowners do need to contact the ACC prior to roof replacement, even when an approved shingle time is being used. It was suggested that we establish an ‘approved color’ list for each of the brands rather than wait to review proposals.
- Tim Rizzo suggested a newsletter article educating homeowners on how to check contractor status with labor and industries before they have work done.
- Steve Yandl reported that Matt Nicholson will likely complete his Eagle Scout project at the boat park soon (wood backstop behind home plate)
- Steve Yandl briefly discussed a preliminary proposal from Boy Scout Darwin Day for an Eagle Scout Project at the boat park. It’s anticipated Darwin will have a more formal presentation for the Board at the March meeting.
- Nicole Klages reported that Trina Coleman had expressed interest in doing an Easter egg hunt again if the Board was willing to fund it. By unanimous approval the Board agreed to provide up to $100 if Trina remains interested in doing the project.
