- Suzan Miller called the meeting to order at 7:07pm.Present were Suzan Miller, Steve Yandl, Nicole Klages, Tim Day, Rick Sallee and Ralph Kouri.
- Minutes of the March 2016 meeting were presented and unanimously approved.
- Steve Yandl reported on current financial status.
- Currently $61,155 in checking with $15,322 of that earmarked for the capital reserve fund.
- There is $50,801 in the long term reserve (would be $66,123 after transfer).
- We have $5,697 in operational reserve.
- Invoices for late payment were mailed to 26 homeowners.
- There is a potential for several owners with liens from previous assessment years to not pay again this year, triggering our new rule and the possibility of foreclosing on liens.
- Town and Country Fence has been contacted and the final phase of our fence replacement project should commence the first or second week in May. This will require a withdrawal from the reserve CD of roughly $30k when it renews in July 2016 so operating funds will be adequate to finish out 2016 (again, in line with new reserve analysis).
- Steve Yandl reminded the board that we also have some chain link fence installation to complete adjacent to the detention ponds but that work will be put off until after phase 3 of wood fence work.
- No major upgrades planned for 2016 beyond fence replacement and, if required, mailbox cluster unit replacement.
- New mulch for along Snohomish Cascade Drive will be placed after completion of the fence project.
- Sprinkler repairs to be made as problems are discovered.
- Several requests from homeowners.
- Woellhof – Roof replacement approved.
- Penoyer – Gutter replacement approved.
- Austin – Roof replacement approved.
- Sooter – Redoing roof with Presidential shakes approved.
- Wasson – Roof replacement approved.
- Silke, Fence on both sides of house approved.
- Dittman – Roof replacement approved.
- Hale – Roof replacement approved.
- Scott – Answered inquiry on roof replacement protocol.
- Sharma – No approval requested but paint colors used would have been approved had they asked permission so matter is closed.
- Determination was made to meet in executive session to discuss a situation where a homeowner received approval to replace a roof with CertainTeed Presidential Shake but the contractor actually replaced with Landmark TL. The homeowner was sent a 30-day notice of the noncompliance as required in the CC&Rs. Per decision at the March 2016 meeting the fine was set at $300 per day, Steve Yandl was instructed to send the required architectural control committee notice. Roof was not complete by March 15 so notice was sent. Roof was not completed by the end of the 5 working day notice period but has since been completed. After the executive session, the board reconvened and decided to reduce the ultimate fine to 4 days at $300 per day or $1200.Steve Yandl will send a letter and invoice to the homeowners. They will be given 60 days to pay the fine before interest will commence at 2% per month.
- Easter egg hunt at boat park was a success.
- Annual HOA meeting in May will need to be held at Little Cedars Elementary since our neighbors in The Falls already reserved Totem Falls Elementary for May 3.Members will be alerted through the newsletter as well as ballots to be sent out at the end of April.
- Current board members did not object to being included on the ballot for new directors to be sent prior to May.Election will span the month of May though owners will be invited to bring their completed ballots to the annual meeting.
