MINUTES OF THE BOARD OF DIRECTORS’ MEETING
SECTOR 2A AT SNOHOMISH CASCADE ASSOCIATION
7 P.M. TUESDAY SEPTEMBER 4, 2017
CALL TO ORDER / PRESENTATION OF MINUTES
1. Steve Yandl called the meeting to order at 7:00pm. Present were Steve Yandl, Rick Sallee, Tim Day and Tom Mooney.
2. Minutes of the August 2017 meeting were presented and unanimously approved.
TREASURER’S REPORT
1. Steve Yandl reported on current financial status.
a. Currently $65,917 in the checking account (operational funds).
b. There is $16,868 in the long-term reserve.
c. We have $5,701 in operational reserve.
2. Update on situation where one member has declared bankruptcy and a payment plan is being established by the court.
3. Treasurer will be contacting the auditor to schedule commencement of the audit of 2016 financial records.
MAINTENANCE COMMITTEE REPORT
1. Town and Country Fence completed chain link fence along south border of the detention pond in the NE corner of the neighborhood. Adjacent neighbor is pleased with the work done. The $3,466 for this work is to come from long term capital reserve, as per the reserve analysis.
2. Two locking mailboxes, “cluster boxes” needed to be replaced. Per the reserve analysis, we will replace 3 more in the current year.
3. Still need to find landscape supplier to blow in additional wood chips in play areas.
4. Issue with photo- sensor at boat park. With new LED we’re not wasting much electricity but we still need to get the electrician out to evaluate and repair.
5. We had a large crack in the tube slide at the boat park. Damage appeared to be the result of a firework, probably detonated by young people this past July 4. A concerned homeowner from Gold Creek 1 installed multiple fasteners completing a repair that isn’t as attractive as a new slide but appears to be safe and doesn’t negatively impact the slide experience for kids using the slide.
6. Numerous sprinkler repairs (sprinkler heads, controllers and valves) have been completed.
7. Rick Sallee contends that Skinner Landscape had failed to mow the baseball field portion of the lawn at the boat park the previous week and indicated he would have a talk with Brian Skinner over the issue. He feels there are chronic issues regarding some aspects of landscape maintenance of the common areas.
ARCHITECTURAL CONTROL COMMITTEE REPORT
1. Requests from homeowners for project approvals.
a. Meebon – Roof replacement with Presidential TL approved.
b. Gowen, Steve – Roof replacement in Presidential approved. Solar panels, as per plans submitted approved.
c. Hultz – Fence replacement approved.
d. Holtgeerts – Paint colors approved.
e. McKenzie – Roof replacement in Presidential TL approved.
f. Bean – Roof replacement in Presidential TL approved.
2. Complaints, CC&R violations
a. Written complaints on specific yards were discussed. All were justified and letters will be sent.
b. Complaints on trash can retrieval discussed.
c. Excessive parking of boats and RVs in front of houses continues to be a problem.
