- Matt Hale called the meeting to order at 7:05pm. Present were board members Matt Hale, John Alleman, David Divoky, Bill Steenis, Tanya Edwards and Steve Yandl. This was enough for a quorum.
- Minutes of the July 2019 meeting were reviewed and approved.
- Steve Yandl reported on current financial status.
- Currently $103,662 in the checking account (operational funds).
- There is $16,911 in the long-term reserve.
- We have $5,706 in operational reserve.
- We have only one member who hasn’t paid anything for the year and that property is in foreclosure. One member has paid half of the dues and intends to pay the remainder plus interest in the current year. There are a few minor amounts due from members who didn’t pay enough interest for late payments.
- A transfer of $31,025 (less any amounts spent on items included in the long-term reserve analysis) for amounts that should have been moved to the reserve CD plus $12,525. The total transfer would be $43,525. It’s likely we will replace several mailbox units and possibly invest in playground equipment replacements in the current year so the transfer may be reduced.
- Forecasting to the end of 2019 based on the 2018 spending pattern, we should have an excess of $27,674 that might be applied to tot play area improvements as well as roughly $60k in long term reserve.
- There was unanimous approval to contract with a reserve study professional to do a new reserve study in accordance with the new state law for HOAs and condos.
- A new signature card still needs to be prepared at Heritage Bank.
- Hazardous tree removal completed by Kenny Tree for a cost with tax just under $11k.
- We continue to struggle with Washington Tree and Lawn who took over weed a pest control of turf areas from Turf’s Up. Brian Skinner has reported that only about half of our turf areas were treated in June 2019 and the invoice we’re received for $1,098.65 only indicates “Weed and Feed Scheduled Application” without any of the requisite information such as square footage treated, and which materials were actually applied. We have a quote from TruGreen for $1,300 before tax which would be 5 treatments over the entire year. There was unanimous approval to change contractors to TruGreen.
- Skinner Landscape has yet to remove the small trash cans from the boat park so David Divoky took care of it. After discussion it was determined that the small trash container at the 72nd Drive tot lot was only being used for dog feces so the overweight can was not being removed. David Divoky agreed to dispose of this container as well. Steve Yandl will adjust our account with Waste Management, so we only pay for pickup of the WM owned container in the parking area of the boat park.
- We reviewed a quote from Skinner Landscape to apply 5/8-inch gravel with fines in the dugout area at the boat park. Cost would be approximately $2k. There was unanimous approval to have Skinner do this improvement.
- We reviewed a quote from Kyle Woods (“WoodsCrew”) to repair damaged timbers, pressure wash the play equipment, clear out weeds and apply 46 yards³ of cedar play chips to enhance the tot play area on 72nd Drive. We would pay for play chip delivery directly to avoid Kyle having to add a markup to that portion. Total cost with tax would be $5,642. There was unanimous approval to have this done.
- Homeowner request for projects.
- Lisa Johnson – Approval given for Johnsons to remove a large hemlock that was in poor condition and determined by an arborist to be hazardous.
- Riehl – Stain color for newly constructed fence approved.
- Donoher – Roof replacement with Paramount Advantage approved.
- Potts – New wood fence on side lot line approved. Variance granted for partial wire fence along back lot line adjacent to greenbelt which will only be visible to hikers in the greenbelt area, will offer some security while retaining a better view of the woods behind the property.
- Edwards – Fence section addition approved.
- Kishna – Inquiries on shed answered. Was informed that red color would be required to be put to a vote by the full committee. Owner was advised that county 5-foot setback must be complied with. Waiting for amended proposal for review.
- Gagnon – Paint color scheme approved.
- Pelkmans – Shed proposal approved.
- Complaints, CC&R violations
- More chronic violations with boat parking. If polite reminders aren’t getting compliance, Board felt it was time for ACC to start imposing fines.
- Steve Yandl shared that Suzan Miller had complained that being adjacent to “Di Di’s daycare” was negatively impacting her ability to sell her house and that she had asked the ACC to review Ms. Brown’s approval for a home business. Di Di Brown has always said approval was granted by Leavitt while he still had control of the HOA but this is an approval that was not in the files Leavitt turned over to the homeowners when the Development Period officially ended. To make sure we are fair to all parties the Board unanimously approved having Steve Yandl contact Di Di Brown and insist on obtaining a copy of the approval to have on file.
- Bill Steenis shared the spreadsheet showing which neighbors had been contacted and which ones were in favor of investigating the possibility of speed bumps to control speeding where 72nd Drive SE feeds to 150th Place SE.
- See items 2 – 5 in the Maintenance Section above where we voted and approved some new business items.
- Unanimous consent to remove the boat toy and associated play area, if possible, in the current year and remove toy components from the play equipment in the main play area to facilitate installation of new toys in the main area in 2020 or as soon as possible based on budget and contractor availability. Over the long term, we may place picnic tables where the boat toy is currently installed or simply replace with turf.
