CALL TO ORDER / PRESENTATION OF MINUTES
- Matt Hale called the meeting to order at 7:09pm. Present were Matt Hale, Nicole Klages, John Alleman, Tanya Edwards, Bill Steenis, David Divoky and Steve Yandl. The entire board was present; we had a quorum.
- Minutes of the November 2019 meeting were reviewed and approved.
- Steve Yandl reported on current financial status.
- Currently $61,850 in the checking account (operational funds).
- There is $16,915 in the long-term reserve.
- We have $5,708 in operational reserve.
- A transfer of $31,025 (less any amounts spent on items included in the long-term reserve analysis) for amounts that should have been moved to the reserve CD plus $12,525(planned contribution to reserve from the 2019 assessment). The total transfer would be $43,525. It’s likely we will replace several mailbox units and possibly invest in playground equipment replacements in the current year so the transfer may be reduced.
- With anticipated bills through end of year, including payment for our annual audit and the new reserve analysis, we should complete the year with around $7,500 remaining in checking which can be used to bolster our operational reserve (in anticipation of extra 2020 expenses to address drainage problems in the boat park play area after new equipment is installed).
- Steve Yandl has contacted Josanne Eisenmann of McGoorty Eisenmann and commenced our audit of 2018 finance records.
- Steve Yandl ordered the reserve study which will now be done by a professional instead of in-house. As agreed at the November meeting, we hired ‘Reserve Data Analyst’ in Bellevue. Steve Yandl met with their reserve specialist, Joel Tax, and anticipates results in about 3 weeks. Based on that initial meeting, we can anticipate some new needs in for the reserve, including replacement of irrigation zones and some limited sidewalk repairs.
- Steve Yandl has begun production of invoices for the 2020 assessment which will be $450 for the year. As usual, ratification ballots will be included with the invoice mailing.
- A new signature card still needs to be prepared at Heritage Bank.
- The one sprinkler zone remaining open because of a slow leak appears to have lost about 500 cubic feet over a month based on our water bill.
- We have paid the $1,600 advance for bark mulch along Snohomish Cascade Drive. The work has commenced but isn’t yet complete. Matt Hale agreed to take random depth measurements to assure we are getting the 1.5 inch to 2-inch depth promised by Skinner.
- Brian Skinner has suggested new plantings in some of the islands where disease has impacted current shrubs and suggested removal of more birch trees. He also asked if we could consider signs to encourage dog owners to clean up after their dogs.
- Demolition of the play equipment at the boat park went well. Once repaired, most or all the equipment will be utilized at Bob’s Pumpkin Patch and Corn Maze. We’re holding off on drainage fixes until we have a CAD drawing of where the footings for new equipment will be.
- David Divoky has been dealing with other issues but remains committed to take the lead on cluster box replacement and will have an action plan prepared soon.
- Homeowner request for projects.
- Jenks – Roof replacement with Presidential TL approved.
- McLaughlin – No official approval request made but we had a discussion on what would be considered in a review of a request for a catering business based out of the home. Health Department requirements and parking issues were discussed.
- Complaints, CC&R violations
- ACC members will have a discussion with a homeowner who regularly keeps a large vehicle parked in the driveway that may be an RV that has not been granted a variance regarding RV parking.
- Steve Yandl plans to put something in the next newsletter encouraging homeowners who have the skills to do some sort of concrete patch repairs to sidewalk where there were wood posts for the neighborhood’s original wood mailbox kiosks.
- Bill Steenis inquired if Jill Kreek or anyone else was going to do the holiday decoration awards this year.
