MINUTES OF THE BOARD OF DIRECTORS’ MEETING
Tuesday, April 5, 2022

This meeting was on Zoom.
CALL TO ORDER / ROLL CALL
  1. Board President, Matt Hale called the meeting to order at 7:10.
  2. Board members present (Zoom conference) were Matt Hale, Gary Hebert, David Divoky, and John Alleman.  This was a quorum.
REVIEW OF MINUTES FROM PREVIOUS MEETING
  1. The minutes of the March 2022 meeting were unanimously approved without change.
GENERAL BUSINESS
  1. Matt conducted a walkthrough of the common areas with Brian Skinner of Skinner Landscaping. See the maintenance committee section for details.  
TREASURER’S REPORT
  1. Steve was not present. The treasurer’s report numbers were not available at the time of the meeting. The account status will be provided as an addendum to the minutes at a later date.
MAINTENANCE COMMITTEE REPORT
  1. Matt Hale and Brian Skinner (Skinner Landscape Service, Inc.) did a walkthrough of the association common areas. It was good discussion which lasted 90 minutes. Some high points as recounted by Matt:
    1. Matt did state that Skinner Landscaping is on a fixed contract and thus when standard work is done, extra work will be done with any time remaining.  
    2. Brian takes a lot of ownership of the work his company does on our common areas.
    3. A lot of the discussion centered on the gravel and drainage work at the boat park which was done by Kyle Woods.
    4. Matt noted 4 water mains which supply association common areas irrigation. We should have these listed as instructions to secure the water mains in case of emergency.
    5. Matt pointed out a few items on their walk which were corrected. This emphasizes that maybe we, the maintenance committee, should do some form a routine (possibly quarterly) walkthrough with Brian to tour the area.
  2. We set a goal to have the next contract with Skinner Landscaping negotiated and finalized by the September 2022. Gary suggested a service level agreement with measurable metrics included in the next contract.
  3. We have 40 separate irrigation control areas which are operated by 9V batteries, a fairly antiquated system which has a 10% annual failure rate (approximately 3-4 per year at $300 each). We should account for $1,200 per year in our budget for this and allow the maintenance committee to authorize the purchases.
  4. We should set a longer-term goal to replace the controllers with a more current system or transition to a less irrigation-intensive landscaping.
  5. Matt stated that he, David, and Tanya would help prepare the maintenance budget based on previous years’ maintenance expenditures.
  6. David is concerned that the boat park is underutilized because of the drainage and access issues. Gary expressed the sentiment that the boat park should be a place where people would want to gather.
  7. Matt stated that we have a contract with TruGreen to fertilize the grass 4 times between April and October. This overlaps with Skinner Landscaping’s 2 fertilizing applications for a total of 6 applications. This might be an opportunity to save some money.   
ARCHITECTURAL CONTROL COMMITTEE REPORT

    1. Penoyer – Temporarily remove common area fence section to backyard. Remove in ground hot tub in backyard, backfill and install new concrete patio; Approved.
    2. Alleman – New garage doors; Approved (by Steve Yandl).
    3. Sinha and Jackson – New gutters; Approved
    4. Vahldick – Tree removal and landscaping in the front yard; Approved.
    5. Berns – Drainage repairs; Approved.
    6. Duitsman – Replace fence and stonewall in backyard; Approved.
    7. Hines – Reroof and new gutters; Approved.
    8. Mullan – Common area signage for estate sale; Approved.

OLD BUSINESS
  1. Matt discussed the Amazon sponsorship issue of the tot park. We may have been lost a bit in the corporate shuffle, but we’ll keep trying to retain the relationship. We might consider a GoFundMe page to make things easier, and more visible, for Amazon or other sponsors to help.
  2. Matt discussed our request for proposal (RFP) for association fiscal management with Krista Day who works with a group of bookkeepers. She expressed there might be a fit with somebody in her firm with portions of the association fiscal management RFP.  
NEW BUSINESS
  1. Treasurer duties to be covered by John while Steve is out.
  2. Annual meeting preps will need to complete very soon.
