- Board President, Matt Hale called the meeting to order at 7:04.
- Board members present (Zoom conference) were Matt Hale, Bill Steenis, Tanya Edwards, Gary Hebert and John Alleman. This was a quorum.
- The minutes of the June 2022 meeting were reviewed and unanimously approved.
- Welcome back to Steve!
- John and Steve will work out coordination of transfer of website manager to John.
- Account status
- Operations (checking): $131,467.
- Operational reserve (money market): $5,713.
- Reserve fund (long term reserve held in CD): $16,945.

- Bank statements previously distributed to board for review.
- Collections for 2022 dues continue:
- Two member assessments remain outstanding (delinquent).
- Voting will be updated at the September meeting.
- We discussed expanding the use of electronic bill payments as presently allowed by §6.2.1 of the Bylaws. This won’t require another amendment to the bylaws, but just a statement for the record to use this method more often to reduce the treasurer’s workload and have bills paid in a more timely manner due the poor USPS service in our neighborhood.
MAINTENANCE COMMITTEE REPORT – Presented by Matt Hale
- Matt Hale and Brian Skinner communicated often about maintenance issues. With the weather having dried out since June, we have caught up on deferred maintenance.
- Skinner Landscaping has replaced the broken backflow preventer at the boat park. Awaiting the backflow preventer test by A-BAT to report to Silver Lake Water & Sewer District. Matt previously made contact to have the test deferred past the June 2022 deadline.
- The repairs to the trail from 72nd Drive (adjacent to Hilgeman’s residence) to the NGPA north of the Boat Park have been completed Matt Hale and Mark Johnston. Total materials cost was $126.43 for the gravel and the new storm drain grate. Labor was gratis.
- Another sprinkler backflow preventer has failed at the tot park resulting in water gushing out. Steve recalled this valve, or area, failing about 2 years ago most likely due to tree roots in the vicinity of the isolation valve.
- Matt suggested possibly exploring another resource for irrigation system maintenance and repair with an eye toward documentation of the repairs so we can track problem areas. Steve suggested it would be helpful to have a map and a list of which irrigation elements have been replaced. Tanya suggested maybe we don’t need irrigation at the tot park and possibly some sections of the boat park.
- There is an 8” round tree across the trail behind the homes on 72nd Drive. Matt suggested that the trail maintenance might need to be done more often than twice per year.
- This December will be the end of the current contract with Skinner Landscaping. Matt asked what we should do. Regardless of who does the work, we should carefully consider the scope of work. Matt asked if we should we explore a service level of agreement. Gary emphasized there’s a lot of value sticking with an existing supplier and also asked what portion of our annual budget we spend on common area maintenance and would that help the decision place a high level of scrutiny on the required work. Steve stated we spend about 1/3 of our annual budget on common area routine maintenance, thus it is significant. Matt committed to Skinner Landscaping to provide our expectations and invite to bid for review in September. Skinner Landscaping has asked for a two-year contract. Matt has asked for help from other board members in pulling together the scope of work to have landscaping companies bid. Gary volunteered to help prepare some of the scope.
- Steve emphasized that we need a finalized maintenance contract by November to pull the 2023 budget together, so we do need to act fast.

- Donoher – House exterior paint; Not approved, but the Donoher’s proceeded anyway (see violations below).
- Spencer – House exterior paint and new garage doors; Approved.

- O’Reilly – Tree removal and side gate replacement; Approved.
- Ahmad – House exterior paint; Approved.

- Skoog – Utility trailer unscreened in front yard > 72 hours. Warning. Resolved.
- Mihalik & Molloy – Utility trailer unscreened in front yard > 72 hours. Warning. Resolved.
- Barrett – Utility trailer unscreened in front yard > 72 hours. Warning. Resolved.
- Gravelyn – Utility trailer unscreened in front yard > 72 hours. Warning. Resolved.
- O’Reilly – Tent trailer unscreened in front yard > 72 hours. Warning. Resolved.
- Donoher – Painted home without permission. Request made, but query unanswered re: garage door. Letter sent with 5-day warning and subsequent fine of $25/day if no contact is made. Not yet resolved.
- October annual meeting. John will need to coordinate with Steve to make all of the necessary arrangements. We will need to get a bulk mail out with ballots and letters announcing the meeting. Steve asked if the present members intend to seek reelection to the board again.
- John discussed the idea of an amendment to the CC&Rs to 1) require homeowners to reside in the home the majority of the year and 2) revising the interest rate charged on delinquent assessments to conform with state law. Our current interest rate is 2% per month and the maximum annual interest rate is 12% per state law. The treasurer has used discretion to charge not more than 6-months interest in order to comply with the law.
